ACE Proud to Support New Premium Credit Program from Philadelphia Indemnity Insurance Company
Insurance Discount Offered Only to Clubs with NCCA-Accredited Professionals on Staff

SAN DIEGO, Calif. – Oct. 19, 2005 – The American Council on Exercise (ACE), America’s nonprofit fitness advocate, is pleased to support Philadelphia Consolidated Holding Corp. (NASDAQ: PHLY) and its subsidiary Philadelphia Indemnity Insurance Company’s decision to offer a general liability premium credit program for all health and fitness clubs employing personal trainers certified by organizations whose programs have been accredited by the National Commission for Certifying Agencies (NCCA).

NCCA is the accreditation body of the National Organization for Competency Assurance (NOCA). The NCCA accreditation serves as a benchmark on how organizations should conduct their certification activities. All ACE certification programs were granted NCCA accreditation in 2003.

The Philadelphia Indemnity Insurance Company discount is based on the number of NCCA-accredited certified personal trainers on site. All clubs are eligible to earn up to a 10% reduction on their rates depending on the individual state schedule rating plan. Those clubs with less than 50% accredited trainers on staff are not eligible for the discount.

“We have always offered discounted liability insurance to our ACE-certified fitness professionals but this breakthrough doubles their protection and provides an increased opportunity for employment,” said Scott Goudeseune, ACE chief operating officer.

Since the International Health Racquet and Sportsclub Association (IHRSA) recommendation that club owners only hire personal trainers with certifications from agencies accredited through NCCA or an equivalent accrediting organization, there have been many questions within the fitness industry in regard to education, certification, accreditation and licensure. “This new program attests to the quality of NCCA accreditation of all fitness certifications,” said Goudeseune.

In operation since 1962, Philadelphia Insurance Companies, whose commercial lines subsidiaries are rated A+ (Superior) by A.M. Best Company, designs, markets, and underwrites commercial property/casualty, personal lines and professional liability insurance products incorporating value-added coverages and services for select industries. Nationally recognized as a member of Wards Top 50 and Forbes Top 200 Best Small Companies, the organization has 36 offices strategically located across the United States to provide superior local service.
